A Resolution has the same legal status as a Motion made at a Council Meeting.  It is used when the matter is anticipated in advance and where the impact of the decision is likely to be lasting and an  explanation of the reason for the decision may be helpful to its implementation or understanding.  Motions and Resolutions are generally used to make administrative decisions such as the execution of an existing law or day to day decisions such as purchasing, direction to staff, etc.
