NOTICE OF BALLOT TITLE FOR THE CITY OF ALBANY
ELECTION DATE MAY 19, 2020

A ballot title was received on February 27, 2020. Notice is hereby given that on May 19, 2020, the City of Albany will have a measure to be voted on by the electors of the City of Albany.  The ballot title as submitted by the City Attorney is as follows:

Renewal of the Ambulance, Fire, and Police Local Option Tax 

QUESTION

Shall Albany continue $1.15 per $1,000.00 of assessed value for ambulance, fire, police operations for five more years beginning 2021-2022? This measure renews current local option taxes.

SUMMARY

The City will use tax revenue from this measure to continue funding for firefighter/emergency medical technicians, deputy fire marshal and emergency services positions, police officers, police clerks, community service officers, and telecommunications and crime analyst positions, together with related equipment and training.  Taxes will also continue to be used to pay operating costs for the fire and police departments. The levy continues the rate previously approved by voters in 2016.

The proposed rate will raise approximately $4,400,456.00 in 2021-2022; $4,532,470.00 in 2022-2023; $4,668,444.00 in 2023-2024; $4,808,497.00 in 2024-2025; and $4,952,752.00 in 2025-2026, for a total of $23,362,619.00.

The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessors at the time of estimate and may reflect the impact of early payment discounts, compression and the collection rate.

Pursuant to ORS 250.275 (5), an elector may file a petition for review of the ballot title in Linn County Court not later than the seventh business day after the title has been filed with the city elections officer. The elector filing the petition shall notify the city elections officer in writing that the petition was filed. The notice shall be given not later than 5:00 p.m. on the next business day following the day the petition is filed.  A copy of the ballot title is available at the Parks & Recreation counter during regular business hours, at City Hall, 333 Broadalbin Street SW, or on the City of Albany website at https://www.cityofalbany.net/elections.

Signs during an election

One temporary sign per issue and per candidate may be placed on property based on the ballot of an election within the district where the property is located. In residential zones, signs are limited to an area of four square feet per face and a maximum height of three feet. In commercial or industrial zones, signs are limited to an area of eight square feet per face and a maximum height of five feet. Signs may be placed 45 days prior to an election and removed no more than seven days after the election.

Candidate applications are received from August 5, 2020, to August 20, 2020.  Candidates will appear on the November 3, 2020, ballot.
